Bach told reporters before attending a sports ministers' conference in Wiesbaden he wanted strict doping controls at the February 7-23 Games and was seeking to strengthen the powers of the World Anti-Doping Agency WADA.
Bach told Bild newspaper in an interview on Thursday: "Part of my policy is zero tolerance on doping. In the autumn a tightening (of measures) is to be agreed upon which also envisages increasing suspensions from two to four years."
Bach, who was on Tuesday elected IOC president, told Bild in reference to anti-gay laws in Russia that the IOC could give a clear opinion but was not a "worldwide superparliament" and did not stand above the United Nations.
Some rights activists have suggested a boycott or protests during the Sochi Games over a law banning "gay propaganda" to minors.
"We must in the next few weeks look at the effects of this legislation and prepare Olympic participants for it," Bach said.
"There is a clear assurance from President (Vladimir) Putin that this legislation will have no influence at all on the Olympic Games."
