Diamond was top qualifier going into the final, just one target ahead of arch rival Giovanni Pellielo of Italy in Minsk, Belarus.
Heavy rain took its toll on the Australian in the final. He dropped three targets in the first six and finished with 21 of 25.
Pellielo appeared to revel in the conditions and shot a perfect round to claim a three-target victory over Diamond.
The ISSF Clay Target Shooting tour moves to San Marino next week for the third World Cup of the year, then to Beijing in October for the World Cup Final.
If Diamond is selected for the London Olympics in July 2012 these will be his sixth Olympics are debuting at Barcelona 1992. He was Olympic champion at Atlanta in 1996, Sydney 2000 and finished fourth in Beijing last year.
