Fox also finished second in the K1 event, the race in which she won silver at last year's London Olympics.
The 18-year-old, who trains at Penrith in western Sydney, qualified second through the semi finals of the C1, but then showed nerves of steel in tough wintry conditions to snatch top spot.
Canoeing officials are hoping the women's C1 slalom event will be added to the Rio 2016 program, and Fox has indicated she'd like to compete in both.
The second leg of the Pyrenees Cup starts in France on Tuesday.
