A new Italian lottery will help balance the books at February's 2006 Winter Olympics in Torino, Italian justice minister Roberto Castelli announced.

Castelli was speaking after the Italian government passed a law enabling the launch of a scratch card designed to raise 24 million euro ($A38.79 million) of the 64 million euro ($A103.45 million) still needed to pay for the February 10-26 Games.

The total budget for Torino being met by both public and private organisations is put at 3 billion euro ($A4.85 billion).
